Yes, as long as it is not active in the regular WhatsApp app. If you already use it with another tool it can be migrated; if it is new, it is registered and verified on the spot.

Who pays Meta for the messages?

You do, directly to Meta, at the conversation rates they publish. We do not resell messages or add a margin on top: what you pay us is the conversation the agent resolved.
