When the distinction genuinely matters
When a tool charges you for an "AI knowledge base" and what it does is index articles you already publish elsewhere. There you are paying for the search, not for the content or the portal, and it is worth knowing in order to compare with somebody selling all three together.
The two audiences for the content
Articles serve customers looking things up themselves and the team using them as a source when answering. And since automated agents exist, a third: the system retrieving them to write the reply. All three need the same thing, which is the article being named the way a customer would name it.
What neither of them resolves
The questions that depend on the account. An article can explain how limits work; it cannot tell you what yours is. Going past that is not a matter of writing better, it is a matter of something checking the account at the moment of answering.

No. The articles can live anywhere readable — a portal, a docs repository, even internal documents — and the system indexes them the same. What is required is that they exist in writing: if the answer is nowhere, there is nothing to index, and that is the only real prerequisite.

By default an AI system sees only what you give it: give it documentation and it answers documentation; give it read access to your API as well and it can check the plan, the usage or the last invoice of whoever is asking, and answer with that fact.
